Kan Singh Ji is a person noted for his wit. By his humour and friendly
touch, he has always enjoyed cordial fellowship with people. He is
polite, pleasant and easy to talk to. He is always in his element when
taking part in a social or a constitutional debate, where he can deliver
a pretty good speech. His approach to every issue has been from that
angle of doubt and reason. That alone I think is a scientific method to
discover the truth. That alone is a method to achieve success. And
Justice Kan Singh Ji has demonstrated in his life. I had the occasion to
watch his functional style when he was the vice-chancellor of Jodhpur
University in 1979. I could not fail to notice his qualities of boldness
and adherence to rule. I have found him a man of noble feeling, neither
revengeful nor rancorous. He has enough compassion in his heart.
Timidness is unknown to him. Cunningness is alien to his temperament. He
has a clear conscience, free from guilt or blame. Let me conclude by
saying that we should learn some lessons from the achievements and
struggles of Justice Kan Singh Ji. His specialized knowledge of law,
fondness for learning, simple living, habit of punctuality, religious
temperament, adherence to the rules of health and hygiene and above all
an elevated sense of humanness are qualities that deserve particular
attention and should be emulated by others. His life is message. The
message is: ” Grow old along with me, The best is yet to be.” |

memory goes back to the year 1955 when I started as a pleader under
training in Jodhpur and we frequently used to watch and hear famous
Advocates of Supreme Court of India coming from out side. Shri Jai Gopal
Sethi who rode at the Criminal Bar as a colossus for about four decades
was a usual sight until about 1960 and Mr. Kan Singh Ji used to be a
Public Prosecutor, then being Government Advocate. I have it on high
authority that Mr. Sethi often observed about Shri Kan Singh Ji that “I
am afraid of this man who nods his head and demolishes half of my
arguments”. I have been in close touch with Shri Kan Singh Ji for last
34 years and watched him from close quarters in various spheres of his
long and versatile career. The qualities, which God has showered on him
bountifully have led luster on his life and career. He is indeed one of
the best Judges who ever presided over the Rajasthan High Court. Some of
his qualities of head and heart are unique indeed. He was never
offensive or discourteous to any lawyer, never allowed any hotheaded
senior to belittle a junior lawyer absolutely upright and free from
malice or ill will. I could go on but must end somewhere; he is a great
man indeed. I wish him long life in the service of mankind.” |

I have had the privilege of seeing Shri Kan Singh Ji from
very close quarters in his personal life. He combines unique qualities

humor, wit and wisdom. With his photographic memory, he is able to

go every evening to the Shiva Temple about 2-3 kilometers from his

rise to eminence but it is really rare to dedicate those abilities to

philanthropist, social worker and social reformer, Justice Kan Singh
Ji’s association with various service and voluntary organizations is
really praiseworthy and exemplary. His service before self is a
self-styled discipline. Social service and his personality cannot be
mutually exclusive even for a moment. Justice Kan Singh Ji Parihar is
one of the tallest lighthouses of truthful and righteous action with
infectious goodness and pleasing personal virtues. Hats off to him.’’ |

rousing public reception was held in admiration of work Shri Kan Singh
Ji Parihar had done as vice-chancellor of the Jodhpur University after

held on the occasion of his 76th birthday will be the second
public reception given to a man who has done so much for Jodhpur in
several fields of public activity. I recall the words of Prof. V. V.
John, the eminent educationist, which to my mind constitute a rare
tribute. Prof. V. V. John said that two persons have taken Jodhpur
University more seriously than perhaps any other and surprisingly both
were nonacademics. He meant Shri Kan Singh Ji Parihar and Shri Rajendra
Jain. Before he became vice-chancellor, Shri Kan Singh Ji had been known
and admired as a lawyer and judge. His extraordinary abilities to lead
an institution came to light only later. Even at this age Shri Kan Singh
Ji is involved in matters of social significance. Perhaps it is his deep
concern for improving the quality of life that we lead that fires him. I
have had an honour of being on the Syndicate when he was
vice-chancellor. His sense of purpose and crystal clear integrity should
be a source of inspiration for any one. Above all he makes everyone in
his company relaxed by his ready wit and almost infectious humour.” |

Justice Kan Singh Ji was working as vice-chancellor of Jodhpur
University in 1979, I happened to be the City Magistrate, Jodhpur and
had come in close contact with him. His style of working inspired the
District Officers connected with the maintenance of Law and order. He
came at a time when the University was closed and soon as he joined,
some of the faculties had started the teaching work and trouble arose
and it created a serious law and order problem. Shri Kan Singh Ji
Parihar had established personal rapport with various officers and was
able to get the fullest cooperation of the District Machinery in helping
him to restore the University in a working order. He would hold meetings
with the officers for tapping of new ideas. I very well remember when in
a public meeting he gave credit to me for my suggestion that for female
students there should be a separate Center for examination in K. N. Hall
and this suggestion accorded with his own views on the subject. For
fulfillment of various tasks he himself did not take the credit but had
volumes of admiration for those who were working with him and this
encouraged us very much. His leadership qualities are commendable.” |

and I admired him as a learned Judge of Rajasthan High Court. I still
remember a famous case of his. It is the case of Bhanwar Lal vs.
Dhanraj (AIR 1973 Rajasthan 212) a leading case in the field
of Nuisance. This case is accepted as one of the leading cases on the
subject and is taught in the Faculty of Law, Delhi University. This case
also finds prominent mention in Indian textbooks on the Law of Torts.
Justice Kan Singh Ji Parihar is a brilliant Judge and a great man

years, Whenever I consulted him for any law point he readily and

uncle Shri Gordhan Das Ji Ajmera, who was in late 1930’s and early
1940’s practicing at Naguar along with Shri Kan Singh Ji Parihar used to
speak very high of him, regarding his legal knowledge and clear mind in
law matters. According to him he was a very clear-headed advocate who
used to bring home his point of view in minimum possible sentences with
exemplary clarity and simplicity of expression. As a great Judge of
Rajasthan High Court, he will always be remembered for his impartiality,

I was
just a novice in Revenue Administrative Service of Jodhpur State. In
April 1949, my father (Late) Shri Jagdish Singh Ji Gehlot told me about
Shri Kan Singh Ji Parihar’s role in drafting and enactment of Marwar
Tenancy Act, 1949 and Marwar Land Revenue Act. 1949. He told me about
Shri Parihar’s idea of fixing all tenants in cultivatory possession in
1949 as Khatedars thus making all of them almost the proprietors of all
their fields, wells etc. without paying any premium or compensation and
further being relieved from paying any lagbag (cesses) etc. In 1956 when
I was writing commentaries on Rajasthan Tenancy Act. 1955, Rajasthan
Land Revenue Act 1955 and Rajasthan Land Reforms & Resumption of Jagirs
Act. 1952. I used to consult Mr. Parihar and he gave me very clear
interpretation to the various sections. These three commentaries were
the first books on the Rajasthan Revenue Law and I feel happy that the
Bench and bar acclaimed these books as the best books on the Revenue
Law. I am really indebted to Shri Kan Singh Ji Parihar for his wise
guidance.” |

It has been my pride and privilege to be with Mr. Kan Singh Ji Parihar
for more than a decade, when he was Government Advocate Rajasthan High
Court, Jodhpur up to August 1964. This great son of Marwar is having
words for every human situation for every motion of human heart. I have
rarely seen a man in which all the qualities just as courage, courtesy,
straight forwardness, simplicity and above all a clear insight and
vision into man and affairs are concentrated. I saw Mr. Kan Singh Ji at
very close quarters when I was incharge of Civil, Criminal and Writ
matters in the office of the Government Advocate during his tenure as
Govt. Advocate. As a Govt. Advocate he was entrusted by the Govt. big
briefs in the matters of Civil Cases for High Court and Supreme Court
worth lacs and crores of rupees and he was paid highly (handsome)
remuneration say four or five times more than the then Dy. Govt.
Advocates and Govt. Advocates were paid. Once he told me that from a
pool of civil remuneration and distribute this pool money equally among
all the Law Officers and also keep 10 % of the total remuneration for
welfare of staff of the Office of the Govt. Advocate. One would rarely
come across such a man who would happily part with his own income is a
great man and a great believer of socialistic pattern-to live and to let
live. He is a man of many-sided interests-social, legal, literary,
political, economic, philosophy in general and more particularly in
religion. He is a great administrator having mastery over several
subjects. He is a great master in legal drafting and is known for his
master penmanship. His style is simple, chaste and beautiful having
literary touch. He always used appropriate words in appropriate context,
without any favour and fear. May this marvelous man of Marwar Hon’ble
Mr. Justice Kan Singh Ji live long and be a tower of strength to the
younger generation.” |
